site.btaParliament Rejects Vazrazhdane Bill to Terminate Cooperation Agreement Between Bulgaria and Ukraine

Parliament rejected a bill obliging the Council of Ministers to take action to terminate the ten-year cooperation agreement between Bulgaria and Ukraine, concluded on March 30, 2026, in Kyiv, signed by the then Bulgarian caretaker Prime Minister Andrey Gurov. Ten MPs voted in favour of the bill, 160 were against, and 14 MPs abstained.

According to Vazrazhdane, such important issues should be resolved by the National Assembly, instead of by a caretaker cabinet. "This action was hidden from Bulgarian society. The National Assembly was not informed in advance about the intentions of the caretaker government", said Angel Georgiev, MP from Vazrazhdane. In his words, there are no benefits from the agreement for Bulgaria.

Silvia Hristova, MP from Progressive Bulgaria stated that the party will not support the proposed project in view of the ruling of the Constitutional Court, which draws attention to the fact that the National Assembly should not interfere with the powers of the Council of Ministers. Georgi Georgiev from Vazrazhdane said that her statement is contradictory to campaign promises made by current PM Radev, who had previously stated that he would repeal the agreement it if he took power.

"You did not withdraw Bulgaria's signature because Brussels does not give you. For us, you are a read book. At the moment, you, 131 people, are spitting on what you said in the election campaign", said Tsoncho Ganev from Vazrazhdane. According to him, the agreement between Ukraine and Bulgaria is for military aid and joint production of weapons and ammunition. It envisaged the construction of production facilities in Ukraine and Bulgaria, and the two countries will cooperate in the field of cybersecurity and intelligence. "Radev's voters have a problem here, because they expected him to back up his words with deeds. What Radev says has nothing to do with what he will do", Ganev commented.

Hristo Gadzhev from GERB – UDF commented that the texts of the agreement state that it can be terminated by any of the participants by sending a written notification. He added that the agreement is terminated within six months from the date of the notification, so a decision by the Council of Ministers is not actually needed. He ended his statement by saying that GERB-UDF did not support the bill because it did not comply with the reasoning of the Constitutional Court.
