The average price of petrol at filling stations in Bulgaria Sunday increased to EUR 1.49 per litre, rising by EUR 0.01 compared to the previous day, according to the latest data from the National Revenue Agency (NRA), published on Monday on its official website. This is the first increase in the retail price of petrol in the country since April 11, when the price reached EUR 1.48 per litre and remained at that level for 22 days.

The price of diesel fuel Sunday remained at an average level of EUR 1.76 per litre for the fourth consecutive day.

Since the start of the US–Israeli conflict against Iran on February 28, the retail price of petrol in the country has increased by 21.1%, and diesel by 38.6%, according to NRA data.

Following the outbreak of the conflict in the Middle East at the end of February and the subsequent Iranian retaliatory strikes against countries in the region, crude oil prices rose sharply, leading to higher fuel prices worldwide. Many countries introduced measures to counter the increase in energy prices.

The NRA determines the average retail fuel prices in the country based on information from fiscal receipts issued during the day or month for fuel sales to end consumers. The determination of the average price is linked to the Programme for compensating individuals for increased fuel prices following the outbreak of the conflict in the Middle East, adopted by the caretaker Cabinet with Prime Minister Andrey Gurov. Under the terms and conditions of the programme, which is valid until June 30 this year, individuals receive compensation due to rising fuel prices in the amount of EUR 20 per month when the retail price of petrol A95 or gasoil (diesel fuel) reaches and exceeds EUR 1.60 per litre for a period of three consecutive days.

Compensation will also be provided for the month in which the three-day period ends, and it is further stipulated that this will apply in each subsequent month during which the average retail price is equal to or above the specified level.

All individuals who received an average gross monthly income of less than or equal to EUR 652.41 in 2025, or twice the poverty line for 2025 (BGN 638), are entitled to compensation. Eligibility also extends to persons with an average gross monthly income in 2024 of less than or equal to EUR 537.88, or twice the poverty line for 2024 (BGN 526).

A condition for receiving compensation is that the individual must own a motor vehicle registered in their name or use a car under a leasing agreement. The vehicle for which compensation is granted must have valid third-party liability insurance. Compensation is paid for only one vehicle. In cases where the vehicle is owned by two or more persons, the assistance may be claimed by only one co-owner. No compensation is paid for electric vehicles.

The Cabinet activated the measure in support of the most vulnerable individuals at the end of March this year.
