Bulgaria's caretaker Prime Minister Andrey Gurov and Ukraine's President Volodymyr Zelenskyy have signed a 10-year bilateral security agreement, the Government Information Service said.

“We will continue to support Ukraine and move forward together on the path toward our shared future in the European Union and NATO,” Gurov said at a joint press conference with Zelenskyy after the two met in Kyiv. Gurov noted that the visit of the Bulgarian delegation underscores this country’s support for Ukraine and its efforts to achieve a just and lasting peace not only for its own security, but for Europe as a whole.

The caretaker Prime Minister said that the agreement contributes to strengthening Euro-Atlantic security across the region. He also noted that Bulgaria’s contribution to NATO’s PURL mechanism has been approved, demonstrating solidarity and reinforcing the Alliance’s defense capabilities. Gurov stressed the importance of security in the Black Sea region, praising Ukraine’s ability to counter attacks, protect critical infrastructure, and safeguard freedom of navigation.

Gurov was adamant that Bulgaria would be ”a partner to Ukraine not only in these difficult times, but also in the country’s recovery.” He pointed to the Vertical Gas Corridor and the Alexandroupolis–Odesa railway link as vital for enhancing energy security and strengthening NATO’s eastern flank.

He identified scientific research, innovation, technology transfer, and the defence industry as areas where bilateral cooperation can be deepened. 

Responding to media questions, Gurov said the caretaker government’s priority is to ensure fair elections in Bulgaria in April. On the future of the Belene Nuclear Power Plant reactors, he noted that the decision rests with the Bulgarian parliament.

Zelenskyy emphasized the importance of the newly signed agreement, the Government Information Service added. He added that work on it had been underway for a long time and thanked Bulgaria for its continued support. Alongside cooperation in the defence sector, the President also highlighted the collaboration between Sofia and Kyiv in the field of energy.

Earlier in the day, Gurov conferred with the Chair of the Verkhovna Rada (the Parliament) of Ukraine, Ruslan Stefanchuk.
