site.btaConstitutional Court Rejects MPs’ Challenge to Appointment of Personal Data Protection Commission Chair
The Constitutional Court of Bulgaria has rejected a request by 58 MPs from the 51st National Assembly of Bulgaria seeking a ruling that a parliamentary decision appointing the chair of the Commission for Personal Data Protection is unconstitutional, the Court said in a press release.
Twelve constitutional judges took part in the deliberations. The ruling was adopted with nine votes in favour, while judges Atanas Semov, Yanaki Stoilov and Nevin Feti issued dissenting opinions.
On July 17, 2025, MPs filed requests with the Constitutional Court challenging the appointments of several heads of oversight bodies. The motions were supported by 58 lawmakers from the parliamentary groups of Continue the Change – Democratic Bulgaria, Alliance for Rights and Freedoms, and Morality, Unity, Honour. The requests sought to declare unconstitutional the election of Borislav Bozhinov as Chair of the Commission for Personal Data Protection, Silvia Kadreva as its Deputy Chair, and Dimitar Glavchev as Chair of the Bulgarian National Audit Office.
