Reformist Bloc to Propose Bulgarian National Doctrine
 
 Sofia, February 11 (BTA) - Unveiling its election programme on Saturday,  the Reformist Bloc said it envisages restrictions on unemployment  payments for the uneducated. Dimiter Delchev of the Bulgaria for the  Citizens Movement told the media that each Bulgarian has equal rights  and obligations to the state.
 
 Quoting public data, Delchev said that unemployment payments have a  deficit of 120 million leva and that nearly 50 per cent of recipients  have primary or lower education, and another 20 per cent have middle  school education. "Our proposal is to stop the vicious circle of people  dropping out of free education and turning later to unemployment  benefits," he said.
 
 Kostadin Markov of the Union of Democratic Forces said that the Bloc  plans to introduced an education requirement for voters and that it will  insist to do away with paper ballots and leave in place only machine  voting.
 
 Karlovo Mayor Emil Kabaivanov said that the Reformist Bloc will propose a  Bulgarian national doctrine in the next legislature and will insist  that it becomes a priority for the majority in order to protect  Bulgarian national values and traditions.
 
 Antoni Trenchev of the Bulgaria for the Citizens Movement said that the  Bloc's election programme will instill sense in the sea of populism  where the other parties are competing against each other with ever more  shocking and unviable ideas. He commented on a populist suggestion by  the Bulgarian Socialist Party and GERB about wages of 1,200 leva and  1,500 leva respectively and on a proposal by their former partners in  the Reformist Bloc about pensions of 700 leva.
