The government is set to discuss a draft ratification of a EUR 250 million loan from the Council of Europe Development Bank at its regular meeting, the government press service said on Wednesday. The loan is a component of the co-financing mechanism for programmes supported by the European Social Fund Plus during the 2021-2027 programming period.
In May 2025, the Council of Ministers approved a draft Framework Agreement for a EUR 250 million loan. The agreement is intended to support projects in social services, human resources, and education. It will help provide the national co-financing for initiatives under the Human Resources Development 2021-2027 and Education 2021-2027 programmes, facilitating their implementation and goals., the government press service said at the time.
The cabinet will also review a draft decision to initiate the selection process for operators providing public rail transport services, a draft decision to transfer management of a state-owned facility from the Road Infrastructure Agency to the National Railway Infrastructure Company, authorization for a Turkish-flagged research vessel to enter and remain in Bulgarian maritime waters from September 5 to 20, 2025, for a scientific expedition, and draft decisions related to granting a personal pension under the Social Insurance Code and amending the Medical Devices Act.
