The Bulgarian Energy and Mining Forum (BEMF) proposes different electricity tariffs depending on consumption. The proposal is part of a joint project developed by a team of energy experts from BEMF and partners on the topic of an Energy+ Integrated Development Programme, presented at the BTA National Press Club here on Thursday.

BEMF Chairman Ivan Hinovski noted that this proposal is similar to the electricity payment system in Greece, where the price is the same for minimum consumption and higher for higher consumption.

He said the Energy+ programme includes 20 key proposals and priorities. This is a comprehensive programme that has room for macroeconomists, economists, and energy experts, Hinovski explained.

He also said that BEMF proposes that the public consolidate behind the idea that the project for the construction of new units at the Kozloduy Nuclear Power Plant should continue. Based on BEMF's analysis, there is a risk that Bulgaria will be left without a functioning nuclear unit after 2030-2040, Hinovski noted. The BEMF programme also proposes accelerating activities related to the nuclear waste repository. 

Another priority is the operation of coal-fired power plants as a hot reserve base.

"One of our key proposals is a moratorium on the construction of new photovoltaic plants above 20 MW until the construction of new pumped storage hydroelectric power plants," Hinovski said.

The programme also envisages the transformation of the Bulgarian Energy Holding (BEH) from a financial to an operational holding company. 

Chamber of Energy Communities in Bulgaria Executive Director Elenko Bozhkov noted that the BEMF strategy is a product of consensus because experts who have led the energy sector at different times participated in its development. He announced that the programme includes maintaining the operation of the AES Maritza East 1 Thermal Power Plant. According to him, this can be achieved by concluding a deal with BEH or the National Electricity Company (NEK).
