Draft Amendments to Climate Change Mitigation Act to Transpose EU Fit for 55 Package

Meeting on Wednesday, the Council of Ministers approved draft amendments to the Climate Change Mitigation Act transposing two directives and three regulations intended to meet the EU common target for a reduction of greenhouse gas emissions by at least 55% by 2030 under the Fit for 55 Package. 

The directives that are transposed by the proposed revisions concern the functioning of the EU emissions trading system (EU ETS) and the contribution of air transport to the Union's emissions reduction target. The regulations that the draft legislation would apply to EU ETS's extension to emissions from maritime transport and the monitoring, reporting and check of additional greenhouse gases and of emissions from additional types of ships, the scope, simplified reporting and conformity rules and Member States' target setting for 2030 and the mandatory annual greenhouse emission reductions for the 2021-2030 period contributing to climate action, honouring commitments under the Paris Agreement. 

The directives and regulations in question entered into force in 2023, which is why the directives need to be transposed in Bulgaria's national legislation as soon as possible and new national measures or changes in the existing ones need to be introduced for the implementation of the regulations.

The draft amendments also include setting a long-term national target for achieving climate neutrality and zero net greenhouse gas emissions not later than 2050 in accordance with the Paris Agreement and Regulation (EU) 2021/1119 of the European Parliament and of the Council of 30 June 2021 (‘European Climate Law’).
