Parliament will vote on Thursday at second reading on amendments to the Insurance Code tabled by Progressive Bulgaria, the National Assembly's agenda shows.
The amendments, approved at first reading on September 23, 2026, would allow the Financial Supervision Commission (FSC) to decide on its own initiative to cover shortfalls in the funds managed by the Guarantee Fund. Currently, such decisions require a proposal from the fund's Management Board. The sponsors said the changes would enable a faster response when additional funding was needed.
The bill would also allow the Guarantee Fund, through its Security Fund, to make payments on behalf of the National Bureau of Bulgarian Motor Insurers for liabilities relating to an insurer whose licence has been revoked. These would cover compensation, interest, claims settlement costs and handling fees. The aim is to remove the need for the Bureau to advance the funds and seek reimbursement later.
MPs will also debate a draft resolution approving an updated investment spending plan for acquiring surface-to-air missile systems. The proposal was tabled by the Council of Ministers and concerns the purchase of five new systems.
The agenda also includes a second-reading debate on government-tabled amendments to the Weapons, Ammunition, Explosives and Pyrotechnic Products Act.
MPs are also scheduled to consider government-tabled amendments to the Technical Requirements for Products Act at first reading.
