site.btaGovernment Approves Changes to Tuition Fees at Two Higher Education Institutions

The government has approved changes to tuition fees at two higher education institutions, the Council of Ministers' press office announced on Thursday. The decision concerns the Technical University of Sofia and the Nikola Vaptsarov Naval Academy in Varna.

The Technical University of Sofia will be able to provide training to foreign students and doctoral candidates in the field of "Electrical Engineering, Electronics, and Automation." This follows the Council of Ministers' approval of changes to tuition fees at the two institutions for the 2026/2027 academic year, proposed by the Rector of the Technical University and the Minister of Defence.

Foreign Bachelor's Degree students enrolled in full-time study for "Electrical Engineering, Electronics, and Automation" at the Technical University of Sofia will pay a fee of EUR 4,730, while those in part-time study will pay EUR 1,800. The same fee rates apply to Master's degree programs. At the proposal of the Technical University, tuition fees are also being updated for foreign doctoral candidates in Mathematics, Informatics and Computer Science, and Technical Sciences.

Doctoral candidates admitted prior to the 2026/2027 academic year who are already studying in the fields of Technical Sciences and Security at the Nikola Vaptsarov Naval Academy in Varna will continue to pay semester fees of EUR 358. The tuition fee for part-time Bachelor's students in the "Ship Electrical Equipment" specialization will be EUR 880. The government has also allocated an additional EUR 43,182,088 to state institutions within the preschool and school education system that operate under a delegated budget. These funds are used to restore their carried-over balances from 2025, drawing from the education budget within the state budget for the current calendar year.

Of the total amount, EUR 34,874,766 is allocated to institutions under the Ministry of Education and Science, EUR 7,079,784 to schools under the Ministry of Culture, and the remaining EUR 1,227,538 to schools under the Ministry of Youth and Sports.

The carried-over balances include earmarked funds for the implementation of national education development programs and capital expenditures, as well as remaining funds for the maintenance of activities related to the upbringing and education of children and students, and for supporting equal access and personal development.
