site.btaCabinet Adopts Legislative, Operational Programme for May - June 2026

At its weekly meeting on Wednesday, the Council of Ministers adopted a legislative programme in the May-June period. The Cabinet also adopted an operational programme for the period, which provides information about the consequences of the implementation of the proposed legislation, about the goals and grounds for adopting the acts and the deadlines for their preparation, coordination and adoption.  

The legislative programme includes 68 draft laws, of which: 7 draft laws for the approval of new laws, which will undergo a comprehensive preliminary impact assessment; 3 draft laws for the budget for 2026 - Law on the State Budget of the Republic of Bulgaria for 2026, Law on the Budget of the National Health Insurance Fund for 2026 and Law on the Budget of the State Social Security for 2026; 52 draft laws for amendments and supplements to existing laws; 6 proposals for ratification of international agreements. The draft laws are in implementation of the National Recovery and Resilience Plan, the Action Plan for 2026 with the measures resulting from the membership of the Republic of Bulgaria in the European Union, the Action Plan for the Implementation of Administrative Services on the "Life Episodes" Principle, the Plan for Reducing the Administrative Burden and other national policies.

The programme contains 41 draft by-laws within the competence of the Council of Ministers, including: regulations for the implementation of laws; structural regulations; ordinances; tariffs; others. A total of 8 of the proposed draft by-laws are in implementation of the Action Plan with the measures resulting from the membership of the Republic of Bulgaria in the European Union, adopted by Decision No. 84 of the Council of Ministers of January 23, 2026.
