Every change to the Constitution must be carried out with particular responsibility, foresight, and respect for the institutional balance, Ombudsman Velislava Delcheva said in her remarks during a meeting of the Union of Bulgarian Jurists, marking Constitution Day and the professional holiday of jurists.
She noted the latest amendments to the Constitution, under which the institution of the ombudsman was included among the possible choices for caretaker prime minister. Delcheva recalled that the ombudsman is an independent defender of citizens, a corrective to the executive branch, and a guarantor of people’s rights in cases of actions or inaction by the administration. “It is difficult for this mission to be reconciled with the possibility of temporarily heading the executive branch and then returning to the role of its watchdog,” she said.
According to Delcheva, this inconsistency should be reconsidered and overcome in the spirit of constitutionalism, democratic principles, and respect for the independence of institutions.
The ombudsman said that the current Constitution did not arise as a result of brief political considerations or party interests, but is the product of in-depth public and political debate, of a real clash of ideas and differing visions about the path Bulgaria should take after the changes.
The ombudsman also noted that the work of the Union of Bulgarian Jurists is an example of consistency, professionalism, and dedication to strengthening the rule of law.
The event was attended by President Iliana Iotova, Constitutional Court President Pavlina Panova, caretaker Minister of Justice Andrey Yankulov, and representatives of the legal community.
