New Online Platform to Track Progress on Projects Under Municipal Investment Programme

A new online platform (ipop.mrrb.bg) will track progress on projects under the municipal investment programme. It was developed within 10 days to consolidate and organize data from various directorates and ministries, caretaker Regional Development and Public Works Minister Nikolay Naydenov announced at a press conference on Thursday.

It features an interactive map and charts, as well as colour-coded funding allocations. Yordan Terziev, an advisor to the minister, said that the information can be downloaded in a machine-readable format for independent analysis by citizens. He added that a commitment has been made to update the data every 14 days.

The platform is in response to one of the priority tasks set for the minister by caretaker Prime Minister Andrey Gurov, at the request of the municipalities, ensuring full transparency and fairness in the distribution of state funds, eliminating the practice of "arranging" projects through intermediaries.

Naydenov presented specific data on the financial flows under the municipalities’ investment program as of March 2026, with the total requested funds (2024–2025) amounting to just over EUR 1,198,119,560 and applications to the Bulgarian Development Bank (from the beginning of 2026 to March 17, 2026) totalling EUR 287,037,584.

Naydenov noted that the Bulgarian Development Bank currently has EUR 172,962,415 available for the projects and added that, compared to the requested payments, there is a shortfall of nearly EUR 100 million. According to him, the issue should be decided by the new National Assembly, as the extended version of the 2025 budget is currently being implemented.

Naydenov reported on the progress made in fulfilling the second task assigned to him by the prime minister, ensuring fair elections, noting that the Civil Registration and Administrative Services General Directorate had established a system to facilitate changes to current addresses, including electronically via a special “blue button” on the ministry’s website.
