Election Commission Reallocates Seats to Multi-Member Constituencies for Snap Parliamentary Elections

The Central Election Commission (CEC) allocated seats to the multi-member constituencies for the parliamentary elections scheduled for April 19, 2026, during its session on Friday.

The CEC changed its decision from February 20, which included a 32nd multi-member constituency for expatriate voters. The change came after amendments to the Election Code were promulgated in the State Gazette on Friday to postpone the introduction of the multi-member constituency for expatriate voters until January 1, 2028. The CEC had allocated four seats to this constituency.

The CEC determines the number of seats for each multi-member constituency according to a uniform national representation standard, taking into account population data provided by the National Statistical Institute and following a methodology for determining election results and seat distribution for members of Parliament. The seats are assigned as follows:

  • 11 seats to Blagoevgrad (No. 1)
  • 14 seats to Burgas (No. 2)
  • 16 seats to Varna (No. 3)
  • 8 seats to Veliko Tarnovo (No. 4)
  • 4 seats to Vidin (No. 5)
  • 6 seats to Vratsa (No. 6)
  • 4 seats to Gabrovo (No. 7)
  • 5 seats to Dobrich (No. 8)
  • 5 seats to Kardzhali (No. 9)
  • 4 seats to Kyustendil (No. 10)
  • 4 seats to Lovech (No. 11)
  • 4 seats to Montana (No. 12)
  • 8 seats to Pazardzhik (No. 13)
  • 4 seats to Pernik (No. 14)
  • 8 seats to Pleven (No. 15)
  • 12 seats to Plovdiv City (No. 16)
  • 11 seats to Plovdiv Region (No. 17)
  • 4 seats to Razgrad (No. 18)
  • 7 seats to Ruse (No. 19)
  • 4 seats to Silistra (No. 20)
  • 6 seats to Sliven (No. 21)
  • 4 seats to Smolyan (No. 22)
  • 19 seats to Sofia City (No. 23)
  • 13 seats to Sofia City (No. 24)
  • 14 seats to Sofia City (No. 25)
  • 8 seats to Sofia Region (No. 26)
  • 11 seats to Stara Zagora (No. 27)
  • 4 seats to Targovishte (No. 28)
  • 8 seats to Haskovo (No. 29)
  • 6 seats to Shumen (No. 30)
  • 4 seats to Yambol (No. 31)

At its Friday meeting, the CEC also appointed the members of the constituency election commissions.
