Budget Committee Discusses Revised 2026 Draft Budgets at First Reading

The National Assembly Committee on Budget and Finance is expected today, December 9, to discuss revised versions of the 2026 State Budget Bill, the Public Social Insurance Budget Bill and the National Health Insurance Fund Budget Bill at first reading, according to information published on the legislature’s website.

The initially drafted budget bills for 2026, approved by the Council of Ministers and submitted to the National Assembly in November, were withdrawn by a government decision on December 2 following mass protests in Sofia and other cities.

On December 5, the Ministry of Finance published a new draft State Budget Bill for 2026 and an updated medium-term budget forecast for the period 2026–2028, after trade unions, employers’ organizations, and the government reached agreement earlier in the day on the main parameters of the draft.

On December 8, the draft budgets were reviewed by the National Council for Tripartite Cooperation, comprised of representatives of the trade unions, employers’ organizations, and the government. Later, it transpired that the government had submitted all three draft budgets to the National Assembly.
