Ombudsman Says Safeguarding Democracy Is Every Citizen's Responsibility

National Ombudsman Velislava Delcheva said that safeguarding democracy, protecting human rights and upholding of the rule of law must be every citizen's concern. She addressed a panel on "Fundamental Rights and Civic Champions in the Crossfire of Global Politics" at Tuesday's conference in Sofia titled "Fortifying Freedom: Defence and Democracy Dialogue". The event was organized by the Center for the Study of Democracy.

Delcheva said that the recent years of migration, health and social crises had led to a shift in public discourse and to the adoption of emergency measures which, under the pretext of protecting national security, have restricted fundamental freedoms, such as the freedom of movement and of expression.

In her view, the danger lies in these emergency measures beginning to be perceived as something normal, while rhetoric against democracy and human rights becomes part of politics and legislation.

The Ombudsman also voiced concern about pressure on the judiciary and media freedom in a number of European countries, as well as about attempts to stigmatize civil society organizations.

She stressed that the institution she heads must serve as a watchdog for the protection of democracy and human rights. Delcheva proposed the introduction of mandatory preliminary assessment of all draft legislation and policies with regard to their impact on citizens' rights.

The EU cannot remain a global bulwark of fundamental rights if it allows the undermining of democracy and the rule of law, said Delcheva, adding: "If we are to be successful abroad, we must safeguard rights at home."
