On December 4, 1958, the largest cement plant in Bulgaria was unveiled in Devnya (Northeastern Bulgaria). At that time, the cement produced in Devnya accounted for 40% of the country's total production.

Construction of the plant began in 1954. The first expansion of the plant took place between 1963 and 1964. This involved adding two new production lines, four new silos and new facilities for transporting the finished raw material. 

A second expansion involving two new production lines took place between 1975 and 1978. A new raw materials complex consisting of four mills was constructed. Three of the mills were converted into cement mills for grinding baked clinker. Four new silos were also constructed, and work began on a new repair and mechanical workshop. 

Between 1992 and 1995, the state-owned company Devnya Cement was transformed into a single-shareholder company, also called Devnya Cement.

In 1998, the Italian company Italcementi Group became the owner of the plant.

Since 2016, it has been part of the Heidelberg Materials Group (formerly Heidelberg Cement Group), which specializes in the production of cement, concrete, and aggregates.
