The Cabinet Wednesday adopted a report on the implementation, as of September 30, of the 2025 Action Plan of measures arising from Bulgaria's EU membership. Out of a total of 169 measures with an implementation deadline of September 30, 114 were implemented. Of the outstanding measures, 37 are draft laws, 15 of which have been introduced in the National Assembly.

Additional efforts are needed to address delays and implement the measures in the Action Plan within the set deadlines so as to avoid new infringement procedures by the European Commission against Bulgaria.

As of the end of September 2025, the Action Plan contains 32 outstanding measures, which are linked to 35 infringement procedures.

An annex to the report lists 18 EU directives in the area of the internal market that have not yet been notified, with a transposition deadline at the end of November; 10 of these directives originally had a transposition deadline of May 31, 2025.
