The South-West University opened as a branch of Sofia University St Kliment Ohridski in 1976. In July 1983, it was established as an independent Higher Pedagogical Institute. A decision of the National Assembly in 1995 turned it into a university, named after the patriarch of modern Bulgarian education, Neofit Rilski.

More than 7,000 students study full- or part-time in the modern classrooms and research laboratories, as well as in distance learning programmes. Of these, more than 500 are foreign students from over 10 countries around the world. The university is staffed by highly qualified teachers. Together with other European universities, the South-West University Neofit Rilski actively participates in European Union programmes and international research fund projects.

About 350 foreign students from about 40 countries have enrolled at the American University in Bulgaria, which is also located in Blagoevgrad, the university's press centre told BTA. The students at the university come from Moldova, Romania, Russia, Serbia, Spain, Albania, France, Germany, and India.
