The European Commission (EC) decided to open infringement procedures by sending letters of formal notice to eight Member States (Bulgaria, Ireland, Greece, Spain, Cyprus, Lithuania, Portugal and Romania) for failing to transpose the Directive on the special VAT scheme for small enterprises
