The Council of Ministers adopted an update of the National Reform Program (NRP) of the Republic of Bulgaria for 2024. It was prepared within the annual cycle of the European Semester.

The document is aligned with the 2024 Annual Sustainable Growth Strategy and the Early Warning Mechanism Report, which kick off the 2024 European Semester. Emphasis is placed on the areas of the 2023 National Report, the findings of the joint employment report from 2023 and on the progress in addressing the specific recommendations of the Council from 2023. This is necessary due to the fact that the European Commission will publish the report on Bulgaria for 2024 in June.

The update of the NRP for 2024 was developed in accordance with the Convergence Programme of the Republic of Bulgaria (2024-2027). The commitments and measures included in the programme are also consistent with the implementation of the principles and rights from the European Pillar of Social Rights. Measures in implementation of the UN Sustainable Development Goals are also included. The document was prepared by the Ministry of Finance, in close cooperation with the ministries and departments of the state administration, as well as with the participation of the non-governmental sector and academia.

This year's edition of the NRP will be the last, as the reformed fiscal framework for economic management in the EU is expected to enter into force in May.
