Energy Minister: Coal Sector Agreement Is Optimal Under Current Circumstances

As much as possible under the current circumstances is achieved within the framework of the October 3 agreement between the Prime Minister Denkov, ministers, MPs and trade unions representing the protesting energy workers and miners, Energy Minister Rumen Radev said on Wednesday in Parliament during the debate on the draft resolution to approval of the agreement.

The sponsors of the draft resolution are Continue the Change – Democratic Bulgaria (CC-DB) co-leader Kiril Petkov, CC-DB co-floor leader Atanas Atanasov from "We Continue the Change" and Movement for Rights and Freedoms MP Delyan Peevski.

“The agreement is not only the result of the efforts and talks that took place yesterday. It is also the result of meetings we had with you,” Radev addressed the MPs.

The Energy Minister described the commitments included in the agreement as "difficult to implement" but "possible and achievable". 

“We commented with the operators of private installations the possibility of them being able to operate in market conditions and being able to mix energy from coal-fired power plants with energy from the investments they are making in alternatives to be able to achieve average lower emission rate,” the Minister noted.

He noted that the demand to include the social partners in the preparation process of the Draft Energy Strategy is achieved through the update of the integrated energy-climate plan, which should be completed in 2024.  

Regarding the transparency of the procedures on the investment intentions, Radev said that the desire is to develop a structure like the Monitoring Committee with the participation of representatives of all social partners, including regional structures, so as to ensure and secure a clear co-financing model.

Radev also said that the desire to drop the conversion company from the Territorial Just Transition Plans is understandable, acceptable and is being worked on.
