Proposes Programme Budgeting
for Judicial System


Sofia, September (BTA) - The Supreme Judicial Council has
proposed programme budgeting for the judicial system. At a news
conference on Monday, the Council presented the findings of a
judiciary budgeting project.

This will involve a new budgeting methodology based on set
benchmarks and reported performance of the different judicial
system units. Currently, the budget is based on expenditures for
previous periods, adjusted to the estimated inflation.

The new budgeting methodology will be tested at the Supreme
Judicial Council, the Supreme Administrative Court, the
Prosecution Service and the National Institute of Justice.

"The new approach will allow evaluation of the individual
performance of magistrates and employees. It will also throw
light on the results achieved over a period of time, on the
workload of various departments and whether changes to the
judicial system are called for," head of the Operational
Programme for Administrative Capacity Monika-Dimitrova Beecher
told a news conference.

In order for the new model to be implemented, the Public Finance
Act has be revised, said Mihail Kozharev, project head and
chairman of the SJC's budgeting and finances committee. SN/PP
