More than 170 services for elderly people, including day centres and residential care homes, have been built with funding from the National Recovery and Resilience Plan (NRRP), Minister of Labour and Social Policy Nataliya Efremova said. She was speaking at the opening of a newly built residential care home for older people in the northwestern village of Lipnitsa, Vratsa Region.
Among the guests at the opening were Vratsa Regional Governor Rosen Mihaylov, mayors of neighbouring municipalities and settlements, heads of institutions and local residents.
Speaking to reporters, Efremova said that all 81 municipal homes for elderly people in the country had also been renovated. The need for specialized services for older people is increasing due to the ageing population, which is why efforts are focused on developing more new services, she said.
According to Efremova, there is sufficient capacity for services for older people without disabilities, both in state-run and private facilities. There is, however, a waiting list for people with disabilities. The third stage of the National Strategy for Long-Term Care is continuing, with the aim of ensuring the necessary number of services and their balanced distribution across the country.
Control over private social services has also been strengthened following legislative amendments that expanded the powers of the Agency for the Quality of Social Services. The Agency now has greater powers to revoke licences, while stricter requirements apply when licences are issued, Efremova said.
“Seventeen services, which I could not even call actual services, have had their licences revoked or have been closed,” Efremova said, stressing that controls are extremely strict.
