The academic year at the G. S. Rakovski National Defence College is beginning at a time of accelerated transformation of the Bulgarian Armed Forces, Major General Stayko Prokopiev, head of the Military Academy, said at the opening ceremony.
The process is being driven by changes in the security environment, a modern understanding and assessment of the operational environment, new methods and approaches to conducting military operations, emerging technologies, and changes in the structures of NATO and the European Union, while continuously taking into account lessons learned from practice, Major General Prokopiev said.
The security environment is becoming increasingly complex and dynamic. Technological development is outpacing and changing the nature of conflicts, he noted.
At the heart of building military capability are people who possess the knowledge, skills and training needed to integrate and use that capability effectively, the Academy’s head said.
“The mission of military education goes beyond the transfer of knowledge. Our mission is evolving beyond the traditional understanding of education and training. A key focus is leadership training at the strategic and operational levels of leadership, command and control, as well as the development of the armed forces and other elements of the national security system,” Major General Stayko Prokopiev said.
