Higher minimum and maximum social security income thresholds took effect in Bulgaria on August 1, while civil servants began paying personal social security contributions under changes introduced by the 2026 State Social Insurance Budget Act.

The minimum insurable income for self-employed persons increased to EUR 620.20, matching the 2026 minimum monthly wage, while the maximum insurable income rose to EUR 2,300. The minimum insurable income for certain economic activities was also increased.

From August 1, civil servants covered by the Civil Servants Act and employees under the Judiciary Act will pay personal social security contributions under an 80:20 employer-to-employee contribution ratio. The ratio will change to 60:40 from January 1, 2027.

New income thresholds for eligibility for family benefits for children also took effect on August 1, while the amounts of the benefits remain unchanged.
