site.btaCabinet Proposes that Parliament Ratify Memorandum of Understanding on Implementation of Norwegian Financial Mechanism 2021–2028

The Council of Ministers has adopted a decision proposing that the National Assembly ratify the Memorandum of Understanding on the implementation of the Norwegian Financial Mechanism 2021–2028, signed on November 18, 2025, in Sofia.

Bulgaria will receive EUR 106,098,357 in funding to help reduce economic and social disparities within the European Economic Area and strengthen bilateral relations with the donor countries.

The Norwegian Financial Mechanism 2021–2028 will support projects in three thematic areas: the European green transition; democracy, rule of law and human rights; and social inclusion and resilience.

Funding will be provided through four programmes:

- Water Resilience, operated by the Ministry of Environment and Water, with a budget of EUR 8 million;
- Innovation, operated by Innovation Norway, with a budget of EUR 30 million;
- Justice, operated by the Ministry of Justice, with a budget of EUR 36.6 million; and
- Home Affairs, operated by the Ministry of the Interior, with a budget of EUR 25 million.

The programme operators are expected to complete the design of the programmes by 2026. Implementation of the predefined projects will then begin, alongside the launch of the first calls for project proposals.

All projects must be completed by April 30, 2031.
