On June 4, the European Commission terminated an infringement procedure against Bulgaria opened for non-compliance of national rules with EU legislation on public procurement and the pattern for assigning provision of electronic e-governmental services used by public administration to private companies, the Innovation and Growth Ministry announced on Thursday.
The Ministry recalled that the procedure was initiated in December 2024 to examine the national legislation’s compliance with the Directive 2014/24/EU, as well as to monitor the public procurement awarding conditions between public sector entities and the country's National System Integrator - Information Services PLC.
According to the Ministry, the proceeding’s closure is major success for Bulgaria, as it indicates that Bulgarian institutions work consistently and can efficiently cooperate with the European Commission to reach conclusive solutions to the concerns raised, by applying European legislation.
During the procedure, Bulgaria held the stance that the operating pattern is in accordance with the European law. The State provided comprehensive information regarding planning, financing, awarding and monitoring actions of system integration for the public administration needs. An emphasis was placed on requirements for control over the actions of companies awarded a public work contract, and over presumed private interference to the process of assigning controlling or blocking rights.
The procedure was brough to an end without the intervention of competent judicial bodies. The Ministry recognized that as an affirmation of Bulgaria’ s efforts to develop advanced, efficient and lawful e-governance, based on transparency, control and compliance with the European standards.
