New Electricity Prices Are Unjustifiably High, Claims Ombudsman

Ombudsman Velislava Delcheva submitted an official statement to Energy and Water Regulatory Commission (EWRC) Chair Plamen Mladenovski arguing that the new electricity prices, due to take effect on 1 July 2026, are unjustifiably high. The opinion was sent in connection with the upcoming public consultation on EWRC's price proposal for July, the Ombudsman's Office said on Monday.

EWRC proposed a 3,11% increasement of electricity prices for Electrohold Sales EAD, a 3,24% price raise for EVN Bulgaria Elektrosnabdiavane and a 2,38% growth of ENERGO-PRO SALES AD prices.

Ombudsman Delcheva stressed that the report is incomprehensible for the public. Moreover, she added that "it fails to provide sufficient information needed for assessing whether the proposed prices are based on objective market criteria."

Delcheva called on EWRC to carry out a supplementary analysis of the expenses causing price increase for households, as well as to submit evidence that facilitating measures were put in use to relief households’ financial burden.

She emphasized that her institution receives daily letters of complaint from various regions, alarming bad quality of the electricity service, as well as accidents and low voltage. Delcheva added that citizens already experience financial inconveniences due to the ineffective electric infrastructure causing damage to their electric appliances.

Delcheva noted that the substantiality of electricity in citizens’ life is a precondition for the requirement of a conclusive argumentation of every proposed price increase.
