PM Seeks to Ease Fears over Layoffs in Planned Administrative Reform

Prime Minister Rumen Radev Wednesday sought to calm concerns over the government’s previously announced administrative reform, stressing that the restructuring process would not lead to mass layoffs or a loss of institutional capacity. Speaking at the start of Wednesday’s government meeting, Radev said the reform would focus on improving efficiency and reducing public spending, while avoiding abrupt personnel cuts that could create legal and operational risks.

“As we already announced, we are launching an administrative reform with two clear goals - increasing efficiency and reducing costs,” the Prime Minister said. He emphasized that there would be no “mass layoffs leading to a loss of administrative capacity and legal risks.”

Radev added that no restructuring or staff reductions would take place before a preliminary review of administrative structures and functions is completed. The government plans to carry out a detailed assessment to identify overlapping responsibilities and determine which activities can be automated or digitized.

To oversee the process, the cabinet will establish a Council for Administrative Reform, headed by Deputy Prime Minister Galab Donev.

According to the Prime Minister, the reform could include the merger of agencies and directorates with overlapping functions, the transformation of some agencies into ministerial directorates, the removal of unnecessary intermediate structures, reductions in unfilled positions, retirement without replacement, and voluntary departure programs.

Radev said the government’s goals include reducing bureaucracy for citizens and businesses, speeding up administrative services, increasing transparency and accountability, and optimizing public spending without lowering the quality of public services.
