Justice Minister Expects Prosecutors Chamber to Appoint New, Legitimate Prosecutor General

Caretaker Minister of Justice Andrey Yankulov told a press conference here on Wednesday that he expects the Prosecutors Chamber to appoint a new, legitimate acting prosecutor general, as this institution is the competent authority to do so. Earlier Wednesday, Sarafov resigned as acting Prosecutor General.

The Minister said that the Prosecutors Chamber of the Supreme Judicial Council should appoint a new acting prosecutor general in accordance with its established practice. Yankulov stated that from the very first day of his term, he had made the restoration of the rule of law in the management of the prosecution service a central issue, which, in his view, had been violated since July 21, 2025, with Sarafov's continued tenure in the position.

Yankulov said that the rule of law could be restored by appointing a new acting prosecutor general for a term of up to six months. He said that, within the scope of his authority, he had taken all possible legal steps in this direction and had brought the issue to the forefront of public debate.

The Minister said: "For the first time in a long while, representatives of the prosecution service itself came forward and spoke openly about the problems in its management." He added that these circumstances have contributed to the current situation, in which the crisis of the rule of law can be overcome, at least when it comes to having a legitimate acting prosecutor general.

When asked why Sarafov's decision came at this particular moment, Yankulov replied that he could not interpret Sarafov's motives. The Minister noted that what matters more is how events will unfold from here on out, including the expected actions regarding judicial reforms. He concluded that problems in the way the prosecution service is run cannot be resolved quickly or through the appointment of a new acting prosecutor general alone.
