Education and healthcare are fundamental sectors for the State, and without them there can be no functioning country, said Tsveta Rangelova, top-of-the-list candidate of the Vazrazhdane party in the 1st multi-member constituency of Blagoevgrad, during a meeting with citizens, the party said in a press release on Sunday.
According to Rangelova, public finances should be directed in support of these two sectors. She added that many healthcare institutions in the city are struggling under the burden of the municipal waste fee.
One of the measures included in Vazrazhdane's programme is the introduction of differentiated VAT and other tax rates across sectors, regions, products, services and types of enterprises. The state should pursue an active tax policy while maintaining an overall low tax burden, Rangelova said. In this context, she suggested revising the municipal waste fee for state and municipal schools and hospitals, including the possibility of partial or full exemption, similar to that applied to places of worship.
She argued that the overall burden on the budget would not differ significantly and would be justified given the need to develop the healthcare sector and ensure accessibility for all citizens. This could be achieved through changes in the way the municipal waste fee and local taxes are calculated, with similar measures applicable to the education sector, where the problem is comparable, Rangelova added.
