site.btaCabinet Adopts 2026 Action Plan Covering 200 EU Membership Measures
At its regular meeting on Wednesday, the Council of Ministers approved an Action Plan for 2026 containing measures based on Bulgaria’s membership in the European Union (EU). The 2026 Action Plan was drafted from proposals submitted by the working groups of the Council on European Affairs, the Government Information Service reported.
The draft 2026 Action Plan includes 200 measures related to the preparation of legislative acts transposing EU directives, with deadlines for implementation in 2026 and by the end of April 2027. It covers the preparation of legislative acts ensuring the implementation of EU founding treaties, regulations, and decisions. The Plan also addresses the enforcement of EU judicial rulings and non-legislative measures linked to the application of EU acts. In addition, it provides for reporting to the European Commission (EC) and submitting information in accordance with EU treaties, directives, regulations, and decisions. The Plan further includes measures related to commitments under the EC Implementation Dialogue (THEMIS/DIALOGUE) or ongoing procedures under Article 258 of the Treaty on the Functioning of the European Union, as well as unfinished measures from the 2025 Action Plan.
Particular concern is raised by measures aimed at addressing violations of EU law committed by Bulgaria. The draft includes 33 measures related to commitments undertaken within 37 infringement procedures.
In 2026, the monthly reporting on the implementation of the Action Plan will continue within the Council on European Affairs, with quarterly reporting to the Council of Ministers.
By a separate decision, the Council of Ministers approved a report on the implementation of the 2025 Action Plan. It included 203 measures, of which 142 were implemented. The 61 unimplemented measures, of which 52 were delayed, were carried over into the 2026 Action Plan with a deadline for implementation by January 31. The percentage of measures not implemented on time is 25.6%.
