Parliament Ratifies Bulgaria-Mongolia Agreement on International Road Transport

Parliament unanimously passed Thursday at first and second reading in a single sitting a bill ratifying an agreement between the governments of Bulgaria and Mongolia on the international carriage of passengers and goods by road, signed in Sofia on November 21, 2025.

The parliamentary Transport and Communications Committee noted that there is currently no bilateral agreement in force between Bulgaria and Mongolia in the field of international road transport.

Ratification is required because the agreement contains provisions affecting national legislation, including exemptions from import duties on fuel and lubricants carried in the standard tanks of vehicles. Once it enters into force, the agreement is expected to promote transport links between Bulgaria and Mongolia, facilitate trade, encourage economic cooperation between the two countries, and improve transport connectivity between Europe and Asia.

The agreement regulates the conditions for operating scheduled, shuttle and occasional passenger transport services, as well as international road freight transport. It establishes the permit regime, exemptions from permit requirements, rules governing cabotage operations, vehicle requirements, and measures for enforcement and penalties for violations.

The agreement also provides for the establishment of a joint commission comprising the competent authorities of both countries. The commission will coordinate the implementation of the agreement, determine the number and types of permits to be issued, and consider matters related to international road transport between Bulgaria and Mongolia.
