site.btaCabinet Approves Draft Legislation on 2026 Budget of National Health Insurance Fund
The Council of Ministers adopted a decision approving the draft legislation on the budget of the National Health Insurance Fund (NHIF) for 2026, the press service of the Council of Ministers reported on Monday.
Revenues and transfers of EUR 5.2885955 billion have been envisaged in the budget. Health insurance revenues amount to EUR 5.173131 billion, of which EUR 3.153741 billion are revenues from health insurance contributions and EUR 2.01939 billion are transfers for health insurance. Total expenditure for 2026 under the draft NHIF Budget Act is EUR 5.2885955 billion. Revenue and expenditure under the draft act are EUR 444,250,000 higher than under the NHIF Budget Act for 2025, representing a 9.2% increase.
Funds for health insurance payments amount to EUR 4.9209072 billion, which represents an increase of EUR 38,376,500 or 8.5% compared to the NHIF Budget Act for 2025.
In 2026, the Ministry of Health is expected to make monthly transfers to the NHIF budget, totalling EUR 98,717,500 per year, to pay for activities outside the scope of compulsory health insurance.
The draft NHIF Budget Law for 2026 has been drawn up in accordance with the budgetary framework, maintaining the health insurance contribution rate at 8%.
Earlier Monday, the National Council for Tripartite Cooperation discussed the NHIF budget draft.
